Fulton County Inmate Population
Fulton County does not use a stand-alone county jail run by the sheriff. The official county sheriff page points jail users to the Corrections Center of Northwest Ohio, a regional jail in Stryker that serves Defiance, Fulton, Henry, Lucas, and Williams counties. CCNO is outside Fulton County, but it is the custody facility for many Fulton County arrests and jail sentences. That local setup matters because a search for Fulton County inmates is really a search of CCNO, not a Wauseon jail roster.
The Fulton County inmate population includes more than one legal group. New arrests, pretrial detainees, local jail sentences, U.S. Marshals holdovers, and some contract populations can all appear in CCNO records. People sentenced to Ohio prison after a Fulton County felony case leave the jail system and are searched through the Ohio Department of Rehabilitation and Correction Offender Search. Federal sentenced prisoners use the BOP locator, and immigration detainees use ICE ODLS.
The CCNO home page shows the jail's regional role and its member jurisdictions.
The screenshot shows why Fulton County custody information often starts with CCNO even though the sheriff's office remains the local arresting and public-safety agency.
Fulton County Inmate Statistics
Official CCNO statistics give the most useful picture of the Fulton County inmate population because the jail reports both total facility use and a Fulton County line. The 2025 Facility Statistics page lists 576 funded beds, an average total population of 560, 4,602 bookings, 4,520 releases, and an average length of stay of 35.74 days. The population table lists Fulton County's own average at 26 in 2025.

Those numbers should be cited as CCNO-wide unless the source table specifically breaks out Fulton County.
Fulton County Inmate Trends
The Fulton County inmate population line fell from an average of 29 in 2024 to 26 in 2025, based on CCNO's jurisdiction population tables. That change does not prove a policy shift by itself. The same source shows month-to-month movement, with Fulton's 2025 count ranging from 20 in March to 29 in July and November. The regional facility as a whole ran close to its funded bed count, while Fulton's allocated beds exceeded its average use.
| Year | Fulton Average CCNO Population | Notes |
|---|---|---|
| 2024 | 29 | High point 39 in September, low point 21 in February. |
| 2025 | 26 | High point 29 in July and November, low point 20 in March. |
| 2025 CCNO total | 560 or 563 | Facility page and monthly table use different reporting methods. |
CCNO's Population Statistics page is the source for the jurisdiction table.
The monthly table is useful when a reader needs to separate Fulton County's share from the larger federal and Lucas County populations.
Who Makes Up Fulton County Custody
Fulton's CCNO count is small compared with the full regional jail. In the 2025 monthly table, the federal line averaged 251, Lucas averaged 156, and Fulton averaged 26. The Fulton County inmate population is therefore only one part of the CCNO building. Fulton arrestees can be housed next to people booked from other counties, Findlay Municipal Court commitments, or U.S. Marshals detainees.
- Pretrial inmates: people held after arrest while a case is pending.
- Sentenced jail inmates: people serving a local jail term at CCNO.
- State-prison transfers: people sentenced to ODRC leave CCNO after processing.
- Federal holdovers: USMS detainees may be physically held at CCNO under contract.
- Fulton gender count: CCNO's 2025 Fulton average was 22 male and 4 female.
Fulton County Jail Record Laws
Ohio law explains why much of the Fulton County inmate population can be inspected, but it also explains why some fields are missing. CCNO states that inmate records are public records under Ohio Revised Code 149.43, subject to exceptions for medical records, confidential investigatory records, safety-sensitive law-enforcement details, Social Security numbers, and records barred by law.
Key statutes and rules:
Ohio Rev. Code 149.43 governs public inspection and copying of government records unless an exemption applies.
Ohio Rev. Code 2927.22 defines booking photographs and criminal record information for commercial publication issues.
Ohio Admin. Code Chapter 5120:1-8 sets full-service jail standards for reception, housing, sanitation, and staffing.
Ohio death-in-custody reporting covers required reporting when a death occurs during arrest or incarceration.
Search Fulton County Inmates
The current Fulton County inmate search begins at the CCNO Inmate Search page. The workflow is different from a typical roster form. CCNO posts a disclaimer, then links to an Active Offenders PDF. The PDF can be opened or downloaded and searched with the browser or PDF viewer's find function. A last name is often enough, but booking number, court, case number, charge text, or arresting agency can help when names are common.
- Open the CCNO Inmate Search page and read the disclaimer.
- Select the Active Offenders PDF to view the current jail population.
- Use the PDF find tool for a name, booking number, court, case number, or agency.
- Check the booking date, status, court, charge, in date, and estimated out date.
- Call CCNO at 419-428-3800 if release, bond, or court status must be current.

Fulton County Inmate Record Fields
CCNO active-offender and booking PDFs show a public field set that is useful for identity and case routing. The roster can show name, booking number, age, race, gender, height, weight, home-address city or status, arresting agency, booking date, case number, charge, severity, court, status, in date, and estimated out date. It does not show every internal jail field.
| Field | What It Shows |
|---|---|
| Booking number | Numeric jail booking identifier, useful when calling CCNO. |
| Arresting agency | Fulton County Sheriff, local police, state patrol, or another agency. |
| Court | The court tied to the custody or charge entry. |
| Status | Values such as pretrial, sentenced, indicted, prison, or holder. |
| Mugshot | Not confirmed in the public text-captured CCNO PDFs. |
| Bond | Not visible in the captured PDF text; verify through court or jail channels. |
Fulton County Jail vs Prison
Many failed inmate searches use the wrong system. CCNO covers local jail custody. ODRC covers sentenced Ohio prison custody, Adult Parole Authority supervision, judicial release, and violators-at-large. BOP covers federal sentenced inmates from 1982 to present. ICE ODLS covers people in current immigration custody or some recent CBP custody. A Fulton County arrest can move through more than one of these systems over time.
| Custody Type | Where to Search | Best Clue |
|---|---|---|
| New arrest or local jail sentence | CCNO Active Offenders | Booking number, arresting agency, court status. |
| Ohio prison sentence | ODRC Offender Search | County of commitment, offender number, institution. |
| Federal sentenced custody | BOP Inmate Locator | Register number or full name. |
| Immigration detention | ICE ODLS | A-number or name, country, and birth date. |
| Custody notifications | Ohio VINE | Custody and case notification registration. |
Fulton County Booking Process
CCNO's First 48 Hours page describes booking in detail. The booking department receives the person, inventories property, receipts money, asks for identity and contact information, places a wristband, and screens all inmates with a body scanner. Booking also includes medical and suicide screening, photographs, fingerprints, a possible DNA swab, shower, clothing exchange, bedding, linen, a hygiene packet, and an inmate handbook.
Newly arrested inmates appear before a judge on the next regular scheduled court day, often by video arraignment. That hearing reviews bond, counsel, and the next court date. Classification follows admission and looks at mental and emotional stability, escape history, assaultive behavior, mental status, age, and separation needs. CCNO says classification normally occurs within 24 hours and no later than five days, excluding weekends and holidays.
The First 48 Hours page shows the booking and intake steps that create Fulton County jail records.
Those intake steps explain why some record details exist at the jail before a court docket is fully updated.
Fulton County Detention Facility
There is one facility page in this Fulton County site manifest because the research found one jail facility serving the county and no separate state prison, BOP institution, or ICE facility inside Fulton County. The facility is regional, and the Fulton County sheriff and a Fulton County commissioner sit on the CCNO governing board.
- Corrections Center of Northwest Ohio - regional jail for Fulton County pretrial detainees, local jail sentences, member counties, Findlay commitments, and U.S. Marshals contract population.
Fulton County Inmate FAQ
How large is the Fulton County inmate population? CCNO's 2025 population table lists Fulton County's average at 26 people. The full regional jail averaged 560 on the facility statistics page, so Fulton County is only one part of the building's population.
Why is the jail not in Wauseon? Fulton County uses the Corrections Center of Northwest Ohio in Stryker. The sheriff's office remains in Wauseon, but CCNO is the regional jail that houses many Fulton County arrestees.
Can released inmates be searched? The active roster is not a full history archive. Recent booking PDFs may help for short-term checks. Older booking records usually require a public-records request to CCNO or the record-holding agency.
Do state prisoners stay on the CCNO roster? No. Once a Fulton County defendant is sentenced and transferred to ODRC, use the state offender search rather than the jail roster.
